Mali: War By Default

Conflicts Prevention and Risks Analysis Program
Institute for Security Studies, South AfricaIt has now been one year since Mali’s descent into instability began. The crisis has seen many phases while local and international actors continue to work out a strategy to respond to it. In early January 2013, the jihadist groups launched fresh attacks on government’s positions, igniting a precipitated France-led military response. There are a number of reasons why it has taken Mali’s partners so long to respond and the French military intervention still has many unanswered questions. Procrastination and ambiguities from the international community are the results of being caught off guard by recent events, and they are a function of long-held threats perceptions, threats analysis and policy design of some of the key actors with interests in the region.

Southern Voices:
The Escalating Crisis in Mali Requires Decisive Leadership
›By David Zounmenou // Monday, September 17, 2012By David Zounmenou, Senior Researcher & Dimpho Motsamai– Researcher: Institute for Security Studies (ISS), Conflict Prevention and Risk Analysis Division, ISS Pretoria
It has been seven months since Mali descended into the abyss of instability and, to date, a solution still seems elusive. The March 2012 Malian crisis started in a region that has been historically marred by four major civil wars: Liberia 1989-1996 and again in 1999-2006; Sierra Leone 1992-2007; Guinea Bissau 1998-1999; and Cote d’Ivoire 1999-2011. Indeed, the challenges in this Sahel region are a historic manifestation of stalled and failed democratization processes, exacerbated by serious deficiencies in anticipating and addressing the structural bases of conflict.
