New ISROP Research Competition Launched - FY 2013 to 2014

The International Security Research and Outreach Programme (ISROP), of the International Security and Intelligence Bureau of Foreign Affairs, Trade and Development Canada (DFATD), annually invites researchers from Canada and abroad to submit proposals to conduct contract research relevant to the Government of Canada's international security priorities and policies. If a proposal is accepted, contractors will be paid for their services upon completion of their work in accordance with Government of Canada Treasury Board Guidelines.

The deadline for applications to the ISROP competition in 2013-2014 is 5:00 p.m. (EST), September 4th 2013.

ISROP Research Priorities for 2013 -2014 are now available

These questions and themes are intended to provide guidance towards submitting an application to the research competition in 2013-2014, for research projects on international security issues. The questions are not intended to represent Government of Canada priorities as a whole.

In addition to addressing current research priorities, applications to the ISROP research competition are expected to demonstrate the potential to provide new ideas/perspectives on policy-relevant issues as well as clearly describe the project methodology that will be utilized to meet project objectives. In accordance with Government of Canada contracting rules and requirements, successful applications will demonstrate best value, including a fully-costed budget to account for all proposed project costs.

Due to the competitive nature of the competition, ISROP will not be in a position to support every worthy application. On average, ISROP has commissioned 4 to 5 research projects per year.

If you have an interest in submitting a project proposal to ISROP for consideration in the 2013 -2014 open research competition, please consult the Programme's webpage on proposal requirements.  All proposals must include a project methodology, list of proposed deliverables, and a fully-costed budget, as well as contact information of applicants.  All work conducted under contract with ISROP arising from the 2013 -2014 competition must be completed by March 31st, 2014.

Details:

Value and duration   

  • -For work completed by March 31st, 2014, projects are funded through individual service contracts, typically ranging from $5,000  to $15,000 Canadian dollars depending on nature of project, and no more than $20,000 maximum per project in Canadian dollars.
  •  ISROP does not provide multiyear funding.

Application deadline, and requirements 

  • 5:00 p.m. (EST), September 4th 2013.
  • Applications to the program are made through submission of a full proposal which meets ISROP's requirements as delineated on the Programme's website. Applications must be submitted electronically.

Eligibility

  •   Canadian and international universities, centers of expertise and think tanks, individual experts and graduate students at recognized, degree-awarding academic institutions in Canada and abroad.

Description of ISROP contract research 

  •  ISROP does not provide grants and contributions.
  •  ISROP funding is for contracted research and professional services related to research project work and deliverables.
  •  Payment for work completed under contract will be received upon satisfactory completion of work and receipt of project deliverables to meet contract deadlines.
  • Reimbursement for all travel, meals and accommodation required to carry out the terms of the project will follow Government of Canada Treasury Board guidelines.
